Robin Wilkinson’s contribution to consumer representation in telecommunications has been extensive over a 30-year period. As a founding member of ACCAN, Robin has been a supporter of the organisation since its inception.

Robin was also a member of the Consumers’ Telecommunications Network (CTN) Board from the outset of the organisation’s establishment in 1990. After being Deputy Chairperson for many years, she was elected CTN Chairperson in 2004 and held the position until 2007. Representing Tasmanians with Disabilities, Robin was an active member on the Telstra Consumer Councils and the Optus Consumer Liaison Forum.

In her advocacy on behalf of consumers, Robin focused on accessible communications equipment, emergency services, and priority assistance. Her extensive expertise in consumer education meant she was actively involved in working with the regulator, AUSTEL on an extensive re-numbering initiative of all phone numbers in Australia between 1994-1998.

Robin is also known for her promotion of the rights of people with disabilities in communications, leading to international recognition of the work of the CTN and consumer representation in Australia. She sought to build an understanding of universal design principles and the value of consumer consultation in product design and development. Notably, she was a member of the Australian delegation to the 10th Global Standards Collaboration (GSC) meeting in Nice, France in 2005 and the 11th GSC meeting in Chicago, USA in 2006 where she gave presentations to leading engineers and regulators from around the world.

Robin was responsible for ensuring inclusive practices at CTN, and this approach was the basis for the participatory culture that is now a part of ACCAN’s DNA. As a consumer representative Elder, Robin was honoured as a special guest at the ACCAN m-Enabling Conference in 2013 in Sydney. Since then, she has continued to mentor and support ACCAN staff who value her extensive knowledge and history on consumers’ accessibility and telecommunications needs for many years. Her approach of “nothing about us without us” is now embedded in the approach to consumer advocacy in communications in Australia.

The Senate Environment and Communications Legislation Committee recently sought feedback on the Telstra Corporation and Other Legislation Amendment Bill 2021. This Bill proposed amendments to different pieces of legislation to ensure that key regulatory obligations continue to apply to Telstra after its restructure.

In our response to this inquiry, ACCAN welcomed the Bill as it ensures that important consumer safeguards that currently apply to Telstra will continue to apply to the restructured Telstra companies. This includes things like the Universal Service Obligation, Consumer Service Guarantee and Network Reliability Framework arrangements, and Telstra’s obligation to provide Priority Assistance.

On 1 October 2021 the Digital Transformation Agency released the exposure draft of the Trusted Digital Identity Bill for public consultation.

ACCAN made a submission in response to the Bill welcoming the stronger privacy protections and enforcement and penalty provisions that have been introduced. However, ACCAN argued in favour of an oversight authority with more funding and a mandate to ensure consumers were compensated for breach of the legislation.

Households struggling with the cost of connectivity would benefit from the introduction of new rules that would make it mandatory for telcos to offer a low-income product, according to the Australian Communications Consumer Action Network (ACCAN). The recommendation for new regulatory requirements comes as the peak body for communications consumers releases new research which examines the effectiveness of the telecommunication industry’s programs and offers aimed at assisting people on low incomes to stay connected.

ACCAN commissioned research assessing the effectiveness of programs and offers being provided by the telecommunications industry to assist low income households and individuals with the affordability of their telecommunications services.

The research encompassed surveys and interviews with community organisations involved in delivering some of the programs, community organisations who work with low income individuals and households, and low income individuals themselves – both those that have received programs and offers from telcos and those that haven’t.

Further investments to promote greater choice and availability for mobile phone users as well as improving the reliability and affordability of telecommunications services are vital to ensuring regional Australians are guaranteed access to essential telecommunications services, according to the Australian Communications Consumer Action Network (ACCAN).

The recommendations come from the peak body for communications consumers’ submission to the 2021 Regional Telecommunications Review. This triannual process examines the telecommunications landscape in regional, rural, and remote Australia to identify paths for improvement.  

ACCAN welcomes the news of the launch of DIGI’s Misinformation and Disinformation Complaints Portal, which implements the commitments made by signatories to the Australian Disinformation and Misinformation Code of Practice.

While the Complaints Portal represents a step in the right direction for limiting the spread of mis- and disinformation on digital platforms, we do have some concerns however regarding the accessibility of the Complaints Portal for consumers.

The Regional Telecommunications Review occurs every three years and is an opportunity to assess the issues impacting regional, rural and remote consumers of telecommunications services.

Since the last Review, regional communities have experienced natural disasters and the COVID-19 pandemic, both of which have highlighted and heightened the need for access to reliable, resilient and affordable telecommunications services. Whilst there has been significant investment in telecommunications infrastructure in recent years, ACCAN’s submission highlights that there remains room for improvement when it comes to accessing high quality services and having the digital skills to benefit from those services.

The Australian Communications and Media Authority (ACMA) is developing a Statement of Expectations (SoE) for the telco industry to guide the way it identifies and responds to customer vulnerability. The SoE sets out goals, outcomes and examples for telcos to adopt in different areas that impact consumers experiencing vulnerability, including customer service, selling and contracting, and disconnection.

ACCAN’s submission strongly supports the goals expressed in the SoE and makes a number of recommendations to expand the scope and improve the effectiveness of the SoE.

ACCAN has prepared a submission to the Communications Alliance regarding Telecommunications Industry Code DR C666-2021, Existing Customer Authentication.

This code is intended to protect consumers against fraudulent activity and outline how telecommunications providers with ensure that activity related to a customer’s account is properly verified and is actually authorised by the customer or their authorised representative.

The Australian Communications Consumer Action Network (ACCAN) has welcomed an overall fall in complaints to the Telecommunications Industry Ombudsman (TIO), however, raised concerns that small businesses may be suffering as complaint levels from the sector reach a three year high.

Complaint data published today in the TIO’s Annual Report 2020-2021 shows that complaints about phone and internet services fell 6.1% in the last financial year. Among these 119,400 complaints, the TIO identified 19,689 complaints from small businesses, the highest volume of small business complaints in the last three years. Concerningly, complaints from small businesses about no or delayed action increased by 28.2% from 2019-2020, failure to cancel a service increased by 67.6% and provider uncontactable increased by 181%.

“Phone and internet services have never been more essential for people in Australia, with much of the country working and learning from home during rolling lockdowns throughout the last financial year,” said ACCAN Deputy CEO Andrew Williams. “While it’s positive to see that the overall level of complaints has fallen, we can’t lose sight of the fact that over 100,000 people have had to escalate a phone or internet problem to the TIO because they weren’t able to have their problem resolved by their telco.”

Local number portability allows consumers to transfer – or ‘port’ – their local landline telephone number to a new service with a different telco provider. This allows consumers to switch providers without losing their number, which supports competition in the telco market.

Local number porting can be a complicated technical process. The Local Number Portability Code (the Code) outlines the procedures that telcos must follow in relation to local number porting. It is important that the Code is thorough and fair so that consumers do not lose their local number in the process, or face lengthy delays when switching providers.

ACCAN’s submission to the Code review makes recommendations to amend the Code to improve consumers’ experiences of local number porting, in line with changes in the market and providers’ technical capabilities. We also recommend that consumers’ rights during the local number porting process should be reviewed and strengthened.
