ACCAN's submission to the Government's review of Telstra retail price controls says it is too early in the NBN rollout to remove regulation on prices charged for basics like phone calls.
Summary: In the presence of uncertainty, the Government should err on the side of caution. Telstra will retain market power for the short to medium term and it is therefore premature to lift controls based only on expectations from economic theory. ACCAN also argues there mat be a new role for price controls in bringing down fixed-to-mobile call charges.
