ACCAN recently submitted to the Department of Infrastructure, Transport, Regional Development, Communications and the Arts (the Department) on the Better Delivery of Universal Services discussion paper (the Consultation). In addition to ACCAN’s responses to the Consultation questions, we further recommended that the Department:
- Focus on the capabilities a Universal Service Obligation (USO) should deliver, such as access to health services, education, economic opportunities, government services, and social connections.
- Adopt a technology-neutral approach to the delivery of a standard communication service.
- Develop a dynamic institutional framework that sets minimum standards for contemporary service needs and provides a framework for uplift in service capability and standards as technology and community expectations evolve.
- Establish fit-for-purpose governance arrangements that ensure the USO provider is accountable and transparent.
