The ACCC sought views on proposed amendments to the Audit of Telecommunications Infrastructure Assets – Record Keeping Rules. The record keeping rules require carriers and carriage service providers to keep records on the location of their infrastructure and provide this information to the ACCC. ACCAN is supportive of the amendments to these rules which ensure that the information collected is kept up to date with industry developments and assists the ACCC in its regulatory functions.
ACCAN made recommendations to expand the list of record keepers to include Field Solutions Group, Starlink and to reflect the full range of Statutory Infrastructure Providers currently operating in Australia. Additionally we consider that the ACCC should request information on the detail of Mobile Virtual Network Operators’ coverage to gain a better picture of the extent of retail choice. Lastly, we recommended that Mobile Network Operators should be required to use standardised assumptions to predict coverage maps.
