ACCAN has made a submission to the independent Expert Panel conducting a cost-benefit analysis and review of NBN regulation.

Summary:

This first consultation from the Expert Panel contained wide ranging questions about the desirable structure of the NBN and the telecommunications market generally.

ACCAN reiterated that our priorities are:

    • structural separation through switching all users from Telstra's network onto high-speed wholesale-only non-Telstra networks; and
    • a technology upgrade of the broadband infrastructure to substantially resolve non-urban disadvantage, broadband black holes and patchy service quality across Australia.

We argued that there needs to be broadband equity for the bush and that there are many ways to achieve this aim. We also praised the work of the ACCC and argued that it should continue to be the regulatory agency in charge of overseeing the telecommunications market.
